Try using telnet to connect to the Oracle port and see if you can make a
successful connection. If you can't, then perhaps you have a
network/firewall issue or Oracle is configured on a different port.

In the past I have had to make sure there is an Oracle client installed on
the ColdFusion server before CF can talk to the remote Oracle server. That
may not be the case for you though, I think in some cases ColdFusion's
builtin stuff does the trick.
